பொருள்: செய்கின்றவனுடைய தன்மையை ஆராய்ந்து, செயலின் தன்மையையும் ஆராய்ந்து, தக்கக் காலத்தோடு பொறுந்துமாறு உணர்ந்து செய்விக்க வேண்டும்.

Discern the agent and the deed
And just in proper time proceed.

English Meaning: Let (a king) act, after having considered the agent (whom he is to employ), the deed (he desires to do), and the time which is suitable to it.
